While many cities have experimented with tactical urbanism, few have harnessed it as a scalable tool for climate adaptation. This session explores how to turn tactical urbanism into a programme that travels across neighbourhoods, survives political cycles, and eventually changes how the city design public space to be more welcoming and resilient. Drawing on C40's Green and Thriving Neighbourhoods programme and its Community of Practice on Public Spaces, we put city practitioners into direct dialogue - examining how city programs like Milan’s shading efforts in public spaces, Rome's new call for tactical urbanism projects and Vancouver's street experiments. We explore how tactical interventions can be designed from the outset to do more: cool streets, increase shade and greenery, build community capacity to adapt to a changing climate, and lay the groundwork for long-term neighbourhood resilience while remaining fast, low-cost, and adaptable. This is a moderated practitioner panel designed for city-to-city exchange. Moving beyond traditional presentations, the moderator will facilitate a "behind-the-scenes" dialogue between city practitioners, focusing on the institutional plumbing required for scaling and replication.
