From Ownership to Stewardship - Mobilizing Stakeholders and Partners for Long-Term Change

This session explores how places move from fragmented ownership to shared stewardship, focusing on how partnership models mobilise stakeholders and support long-term change. It is structured across presentation, panel discussion, and interactive workshop, allowing both insight and application.


The session begins with two presentations from London and Gothenburg. The London contribution sets out how Business Improvement Districts (BIDs) operate as business-led partnerships that coordinate investment, deliver public realm improvements, and manage activity at a neighbourhood scale. It explains how BIDs work from early-stage strategy and consultation through to delivery and ongoing management. The Gothenburg contribution introduces the Bergsjön 2031 initiative, where property owners act as long-term partners in area development, working alongside the municipality to address challenges around safety, employment, and economic participation.


A panel discussion builds on these examples, focusing on the challenge of aligning stakeholders with different priorities and maintaining delivery beyond initial strategy. It considers how locally embedded organisations build trust, coordinate action, and sustain investment over time.


The session then moves into an interactive workshop. Participants work through place-based scenarios, take on stakeholder roles, and examine barriers to progress. The discussion focuses on how partnership models can support coordination, engagement, and delivery in different contexts.
